India–New Zealand FTA Takes Effect: New Trade Opportunities and What Businesses Need to Know

News26 October 2026

The India–New Zealand Free Trade Agreement (FTA) officially entered into force on 20 October 2026, opening new opportunities for Indian exporters and importers through reduced tariffs, improved market access and streamlined customs procedures.

Just a day later, on 21 October, India’s Ministry of Finance announced another important development: a customs cooperation initiative designed to make preferential trade more efficient and predictable.

For Indian businesses trading with New Zealand, these developments could translate into meaningful commercial advantages, provided they understand how to access them.

What’s Changed Under the India–New Zealand FTA?

According to the Government of India’s official FTA briefing, the agreement introduces significant tariff concessions.

For Indian exporters:

New Zealand has eliminated customs duties on 100% of its 8,284 tariff lines for qualifying Indian-origin goods.

Sectors positioned to benefit include textiles, apparel, leather, footwear, engineering goods, pharmaceuticals, automotive components and processed foods. Products previously subject to tariffs of up to 10% in certain categories can now enter duty-free, subject to origin requirements.

For Indian importers:

India has adopted a phased approach to tariff liberalisation. Immediate duty elimination covers selected goods, including wood, wool, sheep meat and raw hides, while other products receive reductions over specified timelines.

Sensitive sectors, particularly dairy and certain agricultural products, remain protected. Products such as apples, kiwifruit and Manuka honey have conditional access through tariff-rate quotas.

Businesses should therefore verify the applicable tariff concessions for their specific products rather than assume all imports qualify for zero duty.

A Major Development: Electronic Origin Data Exchange

On 21 October, the Ministry of Finance announced a Memorandum of Cooperation between India’s Central Board of Indirect Taxes and Customs (CBIC) and the New Zealand Customs Service.

Signed on 19 October, the arrangement supports cooperation in verifying the origin of traded goods, with electronic information exchange planned to improve efficiency and reduce information gaps.

Importantly, New Zealand Customs clarified that interim verification arrangements are available while the full electronic exchange process is developed.

What does this mean for traders?

Preferential tariff claims may become easier to verify over time, but documentation requirements remain in place.

How Can Your Customs Broker Help?

The FTA creates opportunities, but claiming its benefits requires careful compliance. An experienced customs broker can help your business:

  1. Identify applicable tariff benefits: Verify HS classifications, preferential duty rates and phased reductions.
  2. Navigate Rules of Origin: Review origin eligibility and coordinate the required Certificates of Origin.
  3. Prepare compliant documentation: Check shipping documents, customs declarations and supporting records.
  4. Manage customs clearance: Coordinate regulatory requirements, inspections and customs queries.
  5. Evaluate landed costs: Help assess customs duties and applicable charges before shipment planning.

Official Rules of Origin documents:

Under the FTA, customs authorities have also committed to release procedures generally targeting 48 hours, with faster processing for qualifying express and perishable shipments, subject to applicable conditions. See the official New Zealand Customs guidance.
